Allow BOSH operators to specify custom TLS certificates for properly serving HTTPS requests.

Allow BOSH operators to specify custom CA certificates to trust, for properly accessing TLS backends.

Allow BOSH operators to specify client TLS certificate, to support mTLS backends, and possibly mTLS clients.
