AL2023 Failing to Boot

Creating an issue that seems to be similar to https://github.com/philips-labs/terraform-aws-github-runner/issues/3741

I've updated to use the latest code in the main branch and sometimes I get some random failures like the following. I'm not clear what is causing it still so anything extra information I can provide please let me know

The we do have SSM scripts that do side install of required packages that might be causing this as well but have no control over that. But I would expect the retry to print out the messages I see in function but it fails to do that from what I can see in the logs

Current Workaround

I've set a 2 min sleep using userdata_pre_install variable.
