A goal is an intended action or state.
Each goal can be identified with action which creates, maintains, governs, transforms, eliminates or intentionally damages one or more resources, activities and agents. Thus, goals always relate to processes with inputs and outputs. However, major goals often requires unpredictable creative activity, which makes it practically impossible to accomplish them automatically via specific plans.
Importantly, the systemic pursuit of creative goals often requires highly predictable functions which can be automated.
Individuals often engage in the solitary pursuit of personal goals. Shared goals are often the subject of social, cultural, economic and political forms including communication, coordination and collaboration activities.
Shared goals may often include creatively co-exploring ideas and shared interests without attempting to reach mutually shared conclusions or (more formally) creating group decisions. Such non-conclusive exploration is the generic nature of a ‘discussion forum’, and of many other social networks and communities.
