A collective decision is a decision which emerges from a set of signals by different agents.
Collectives often use collective decisions to commit intentionally shared resources to specific actions, goals and plans.
It's often unnecessary for groups of agents to make collective decisions, when their members could (instead) separately commit resources. However, many actions, goals and plans require a significant (and possibly specific) amount of investment to even potentially be completed, or to fully complete specific objectives (such as subgoals) and bonus goals. Agents often attempt to create group decisions when they're necessary, and they also often try to create them to unnecessarily increase their personal influence within a broad context.
Collective decisions are often developed according to specific recipes. These recipes often include voting by the participants in a network, or the member agents of a group agent.
