Definitions

To access is to activate the availability of a resource in a specific context.

Accessible is a trait of resources which can be easily and consistently accessed by their intended users in a specific context.

Notes

Official rights to access a specific resource may or may not include the right to consume or damage that resource. Restrictions of use may be specified or assumed within a relevant context.
