Add explicit IDs to sample sets within a run

Runs and analyses are identified using a standard format PLATFORM_DATESTAMP#RUN_ID (e.g. NOVASEQ6000_241030#123), and these IDs are now stored in the metadata for runs upon archiving.

Suggestion is to also add IDs for sample set ;evels by appending the project names to the run IDs above e.g. NOVASEQ6000_241030#123:PeterBriggs_241030
