Single hash titles cause build to break

Reproduce

Go to any fellow story, and make the first heading a single H1 heading in markdown. Try to build locally, and visit the changed fellow story on localhost:3000 -- the toc fails to build and spits out an error.

Workaround
For now, the problem seems to not happen with H2 headings.
