Squire and Martor (the WYSIWYG Markdown editor we use) require different versions of jQuery and Bootstrap. These versions sometimes conflict and it has been a headache to try to get them not to interfere with each other. Unifying them to the same version (either a downgrade for Martor, or an upgrade for Squire) will make things easier to work with.

This can also be used as an opportunity to set up SCSS compiling, as is suggested in #196
