I just setup iPortal and GSS on a fresh install of Sense September 2017. With the way the rules are set up, no users can create a connection other than Folder. This is even true for RootAdmin users. This is the opposite of what is intended, which is to allow users to create connections other than Folder connections.
The rule that seems to be affecting this is "_gss k– DataConnection Create".
