[idea] Rust target for ANTLR

Requirement

ANTLR is a parser generator, it has runtime for language like Java, Python, JavaScript, Go. But none of them is that good for implementing a new language due to lack of feature like pattern matching. Rust is loved by many folks in @dyweb, notably @mrmiywj @codeworm96 .

There is no on going attempt in the community as far as I know

Assigning to myself because I need to use it in gce4-rs and https://github.com/rrevenantt/antlr4rust seems to be inactive for a while and have some pending issues.
