Finalize content for pattern guidance

Overview

We want to finalize our pattern guidance so that it can be presented to the Design System team for approval and addition to VADS.

We need to finalize content before submitting the pattern for staging review (#69).

ACs

• We have finalized our pattern guidance
  • CAIA provides guidance on placement of unauthenticated sign-in alert (see this Slack thread)
  • Discuss using white card with outline (similar question in Finalize Research Plan #62)
• It has been reviewed internally

Updated the ACs to include some remaining questions on #109.

CAIA answered our questions regarding sign-in alert placement in this Slack thread:

Form or application introduction pages should include the sign in alert at the bottom of the page. This aligns with the VADS Introduction page guidance.
