Commenting in the CQL files (and the overall spec) suggests that using the the FHIR Claims resource is one possible means to mapping HEDIS measure logic to a FHIR patient source. I was hoping to determine if Claim is considered mandatory in this implementation, encompassing encounter and pharmacy claim data, at minimum.
In an eCQM or other digital measures, this resource does not appear to be required and our hope is to standardize across all quality measures we are calculating. However, I understand if HEDIS measures would need to be treated differently.
