Data file writing tests #14

Add data file writing tests. These should include:

  • written file attributes
  • written file encoding
  • written file can be read using xarray and iris
  • the write function fails if the data has no tracking_id
  • the write function fails if the data has no creation_date
  • the write function fails if no time encoding information is supplied
