zeebe config node: connect only, if config node is in use #31

Currently a zeebe config node connects to Zeebe, even if this config is not used by any other node (eg. worker node). It should connect only, if it is not in use.

Maybe other nodes need to register/deregister at the config node, so that it knows it is in use or not. Like here: https://github.com/node-red/node-red/blob/master/packages/node_modules/%40node-red/nodes/core/network/10-mqtt.js#L202
