[Black Temple] Coilskar General's 'Booming Voice' Buff overtuned by x10

Current Behaviour

Coilskar General's [npc=22873] 'Booming Voice' [spell=40080] is scaled up roughly by factor x10 (~230% decreased time between attacks & casts) in Black Temple normal difficulty. [for referrence: 50% increase/decrease = double attack/cast speed]

Expected Blizzlike Behaviour

Increases the melee attack speed and reduces the casting time of nearby friendly targets by 25% for 30 sec.

Steps to reproduce the problem

1. Enter Black Temple
2. Follow the path to the first boss.
3. pull second group before the boss, containing 'Coilskar General' [npc=22873]
4. check 'Booming Voice' [spell=40080] buff tooltip on npc's
