When a user creates a BatchJob Balsam performs checks on the client side to make sure it is submitting to a queue and project defined in the settings.yml file. If these checks fail, the an error is printed to the service log. We should also print a message to the command line.

Some further clarification: if using the CLI balsam queue summit a warning is printed to the command line. The issue is when a user is using the python API. There, batch jobs will fail to submit silently. How do we want users of the python API to be notified of their batch jobs failing to submit?
