I would like to propose adding a new GitHub Actions workflow to the repository. The purpose of this workflow is to automatically generate a greeting message whenever a new issue is raised. This would help in acknowledging the issue submitter promptly, enhancing their engagement with the project. The workflow will be defined within the .github/workflows directory.
