Stop generating windows containers

Hi,

I think we are close to the point that we can afford to drop windows containers - anybody that hasn't migrated yet likely won't migrate without things breaking first.

I think we could disable container generation for a while, without removing the code, then drop the code, then drop the old containers from gcp.
