cs2.exe crash randomly.

I have a tool to run "generate highlight video" 100 times. cs2.exe will crash randomly and never pass the test. I doubt the root cause is that the "cs2-server-plugin" execute client commands outside the main game thread. We should process webserver commands and actions in frame callback, like what we do in "csgo-server-plugin".

Note that if you only run generate highlight video once you probably can't reproduce the problem. In my experience I never pass 100 times test.
