Unable to select New Pattern Name field

Describe the bug
As reported in https://meta.trac.wordpress.org/ticket/7838 by @rithikamarar3 the Pattern Title is not easily selectable to edit.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://wordpress.org/patterns/new-pattern/
2. Enter pattern content, ignoring the title
3. Attempt to add the title. No visual way to select it.
4. Frustration.

Expected behavior
The click target for the header should be larger, or
