There are no more Techs, and it sounds like the role is deprecated for removal. Removing Techs from the codebase would simplify permissions handling slightly.

Compatibility note: Probably still consider technical to be valid in a staff configuration file even if it no longer does anything, so that Weasyl doesn't break on git pull without any other changes.
