"Sorry, you have been blocked" error message when submitting MVP application #501

Describe the bug
While submitting the MVP application suddenly got this error "Sorry, you have been blocked"

To Reproduce
Steps to reproduce the behavior:

Go to "https://mvp.sitecore.com/en/Application/Apply"
Fill the field "Why do you believe that you are eligible to be selected to be a Sitecore MVP?" field from the application
Click next
See error

Expected behavior
It should go to the next page

Additional context
I discussed the error with Ivan that happens when we take the special characters in the section like '<', '>' etc.
