What happened?

Hi,
When I try to restart portal with right clicking the icon then restart, portal restarts too fast, so tries to start before the previous instance really closed. This leads to portal refusing to restart because it sees another instance running.

Steps to Reproduce

  1. Right click portal icon
  2. Click "restart portal"

What would you expect to happen?

Portal should wait a bit more to try to restart, to be sure the previous instance is closed.
