When a portal is locked, hovering the border still display the sizing cursor.
Steps to Reproduce
Simply lock a portal and move the mouse over it's border.
What would you expect to happen?
I would expect the cursor to not change on the border when the window is locked.
Ideally, locking all the windows should disable the event handlers related to mouse border and drag-and-drop, which could help with the performance issue while moving the mouse in/out of a portal causing significant stutter.
