@rogerkuou this repository includes some (rough) material that shows how to start Jupyter in a container on Spider. There are definitely quite few things that need to be worked out (e.g. #1 and #2), but it seems to solve the issue with very long times for starting the Jupyter kernel and importing packages on Spider. Just pinging you in case it can help for Mobyle.
