I think it is important to think about what we want to achieve in this game. The goal will guide us to make decisions on the game design.

I am going to brainstorm the possible goals. We can remove the unreasonable goals later.

Make people understand the basics of quantum computing
Let people appreciate the power of quantum computing
Let people appreciate why researchers are putting so much efforts into making a quantum computer.

More to add later.
