on users system, when installing MDM, the app's bundled .mdm_config.sh was not copied to ~/.mdm

This may happen on systems that already have MDM installed, and so the copy config logic is skipped. An app with an included config should at some interval or some triggering event compare its config with the ~/.mdm config and copy over if different.
