Prune irrelevant NYC information

Prune irrelevant information from app from the original NYCPlanning fork to create the space for the custom TC information.

This is partially done for some content we know we won't need (e.g. floodplain). For other content, I'm thinking of removing most (but not all) content or simply adding our content above so we can use the original code for reference. Removing NYC specific content closer to the end of the hackathon should be trivial.
