When the user_sid55_test collects data on the users of the system, it typically includes the local and built-in user accounts and not domain user accounts. However, it is important to note that domain user accounts can still be accessed.
Checking domain user accounts on an enterprise-scale domain is extremely expensive. It would be good to either limit this test to only local users, or add a LocalAccount property to win-def:user_sid55_state so the OVAL test can specify what is intended.
