Get operator status based on AVS service manager contracts

We need a way to check operator status based on AVS Service manager contracts

Add a cli command which takes operator address and avs service manager contracts and return the status

• If operator is registered to eigenlayer
• If operator has added bls public key
• If operator has opted into AVS
