Move herd form for herd owners to a new place

In the current place (inside herd view) it's well-hidden and non-intuitive. Also, it slows down the page due to duplicate API calls.
Nevertheless, herd owners should be able to edit the information they want to provide about the contact person for their herd (usually themselves?).
A suggestion is to move it into the "Administrera" tab where you so far only can change your password.
