sarif-tools update to v3.0.4

Hi,
I want to work on SARIF generated files from cppcheck and GCC -fanalyzer with both sarif-tool in its latest version, and with codechecker. Unfortunately, codechecker forces sarif-tool to be v1.0.0, and therefore prevent using newer version in the same virtual environment.

Update code checker requirements to support sarif-tool v3.0.4.
