Partner is unable to download project fully on Windows machine (QGIS 2.18.0) #264

I have no idea how to test this or figure out what is going, but a partner is trying to test some data and when he goes to download the project the download is stuck on the party layer.

Seems to work fine on Macs, but is not working for Windows 10 machines.

DM me and I can add send you the project URL and username and pw.

Also, 2.16.2 the party data is not downloading and therefore the data cannot be viewed.
