Tab sidebar - Cursor hover preview delay too short

Is your feature request related to a problem? Please describe.
I am using tab sidebar and on the left side of my right monitor. When I move my cursor over the tab sidebar very quickly (to cross to the left monitor), it will open a tab preview regardless of how short my cursor hovered over a tab.

Describe the solution you'd like
There is a delay for when the pop up shows up but it seems to be uncorrelated with how long the cursor hovers over a tab. Please match tab preview delay with cursor hover time, or otherwise allow an option to never preview a tab with hover.

Moving my browser to the other side of the monitor

Additional context
The tab preview persists until waterfox loses window focus. When Waterfox is not in focus and I move my mouse back over the tab sidebar, another tab preview appears and persists until Waterfox regains focus.
