Coming Soon: Launch Button Shown in Banner in Customizer Preview, But Does Not Work

Steps to reproduce the behavior

1. Create a site
2. Go AT before launching the site
3. Open the Customizer
4. Click the Launch Site button in the Customizer preview

What I expected to happen

Ideally I would expect the button to not appear (or for the banner to not be shown, which seems to be the case for simple sites), but if the button is going to be there, I'd expect it to open the Launch flow in a new window

What actually happened

Nothing at all

Browser / OS version

macOS 11.2.2, Firefox 87.05b & Chrome 88.0.4324.192

Is this specific to the applied theme? Which one?

Tested on Varia and Twenty Twenty, so I think this isn't theme-specific

Does this happen on simple or atomic sites or both?

Atomic only, simple sites don't appear to show the banner in my testing

Is there any console output or error text?

Nope

Level of impact (Does it block purchases? Does it affect more than just one site?)

I was able to verify this with a few different AT sites

Reproducibility (Consistent, Intermittent) Leave empty for consistent.
