Develop and publish a payload definition for R4 of 'consumer entered measurements' also known as 'personal observations' to support the uplift of Child Health records in the My Health Record. This will be an initial baseline as input a the piece of work to provide FHIR R4 endpoint for the exchange of digital health information recorded on the My Health Record between individuals, healthcare providers, and the My Health Record system infrastructure in Australia.
