[Bug]: Only seeing Lightning dragons spawn on surface

What happened?

I have a server set up where the only dragons we have seen are lightning dragons on the surface, I've seen one tier 5 or 6 ice dragon underground but no fire or ice dragons on surface nests.

I do have the ice and fire dragons in the config to spawn they're just not spawning or being replaced by lightning dragons nests instead.
